
The group was organized in 1987 to engage in worldwide
consulting concerning restructuring and strategic planning issues for railways,
governments, and bilateral lending agencies such as the World Bank. The group is
composed of professionals having extensive experience in railway restructuring
backed by relevant skills in strategic planning, financial modeling, market
analysis, organizational restructuring, and policy development.
Our functional specialization has been in the area of
repositioning government owned railways or regional segments of private
railways, which were not operating viably in conventional commercial terms. To
"commercialize" these railways, combinations of techniques involving
physical restructuring, organizational restructuring, and attitude changes have
been used. While not universally applied, change of control (such as from
department to autonomous state corporation, or alternative private ownership) is
frequently a feature of such repositioning.
These undertakings often entail presenting the results of broad policy choices ranging from status quo to draconian measures. From policy choices, business strategies are formulated and quantified. To portray outcomes in understandable terms, integrated financial modeling is used to identify viable policies and strategies. Once strategies have been selected, implementation plans and detailed business plans are prepared.
Our experience spans the globe from North and South America to the Pacific Basin and Indian Subcontinent and from rudimentary rail systems to highly developed, technologically advanced systems.
